How do I get rid of this security toolbar 7.1?

Have a flashing icon ,then a pop up telling me to down load some type of virius protection, know this is a virus but how do i go about getting it off of my computer. Ran Norton's but tells me that my computer is clean .. HELP!!!!!!!!!!!!!!!!!!!!!
